Culebra

Originally called Passage Island, this 7-mile by 4-mile island was first inhabited by the Taíno and Caribe Indians. They gave way to the pirates that used these waters as a refuge. The Spaniards ousted the pirates when the land was colonized in 1879. This is the last portion of Puerto Rico colonized by the Spaniards.

The south and north beaches of Cayo de Luis Peña are open daily sunrise to sunset. Please observe the no fishing zones on the south, east, and north that are part of the Canal de Luis Peña PRDNER Natural Reserve. No facilities are present; take sunblock and water.
Beaches and marked trails of Culebrita Island are open to the public daily from sunrise to sunset. Stay on marked trails and do not enter closed areas. It has fabulous beaches on the west and the north inlet. Remember sunblock and water. There are no facilities. The lighthouse, established in 1886 and still operational, is owned by the Municipal Government of Culebra and is currently closed until renovations are complete. Learn to recognize and avoid the toxic manchineel tree, common in dry sites and found alongside trails.
A great beach in Flamenco Bay on the north side of Culebra. Bathrooms available as well as camping (by reservation) with water. The only camping area in Culebra that is open to the public.

One of two islands of the Culebra National Wildlife Refuge that is open to the public. This island is due west of town. Part of the Cayo Luis Peña Natural Reserve.
The north cove of the Isla Culebrita. A stunningly beautiful white sand beach and anchorage. You can walk to the lighthouse. Perfect for snorkeling or walking to the baths.

The Canal de Luis Peña is a marine nature reserve and no fishing area. It encompasses the northwest point of Cayo de Luis Peña north to Península Flamenco and the south point of Cayo de Luis Peña to Punta Melones.

Established in 1909 by President Theodore Roosevelt, this stunning nature refuge covers 1,580 acres, which encompass part of Culebra and 23 adjacent islands and rock formations, all maintained in their natural state. It has been managed by US Fish and Wildlife Service since 1980. Migratory seabirds are numerous and visible near the outer islands during the late spring and summer. Sea turtles nest on numerous refuge beaches. Beaches and trails on Isla Culebrita and Cayo de Luis Peña are open to the public during daylight hours. Please observe our simple guidelines posted on the beaches of both islands. All other Refuge areas are closed due to the sensitive nature of the habitat and unexploded ordnance remaining from past military use.
