Blue Flag Beaches
International Award
The Blue Flag Program is an International certification that is awarded to beaches and marinas when they comply with a series of requirements. The four basic yardsticks are: (1) quality of the water, (2) security and services, (3) environmental education and information and (4) environmental management. This program also awards individual flags to boats when they sign an environmental agreement. The Blue Flag Program is voluntary and is designed to raise environmental awareness and increase proper environmental practices among tourists, local population and managers of the beaches and marinas.
At this time, Puerto Rico has four certified beaches; Balneario El Escambrón, Balneario de Carolina, Balneario de Punta Salinas in Toa Baja, and Balneario La Monserrate in Luquillo.
Currently, the Organización Pro Ambiente Sustentable (OPAS) signed an agreement with the Puerto Rico Tourism Company to manage jointly the Blue Flag Program, as the program requires that it be managed by a non-profit organization.
The Blue Flag Program began in Europe in 1987 as an initiative of the Foundation toward the environmental education (FEE), a non-profit organization that includes 47 countries.
