While, with a bit of effort, you can arrange sailing and snorkeling excursions most anywhere in Puerto Rico, you’re really talking about Fajardo.
The northeastern town of Fajardo is nicknamed the boating capital of Puerto Rico, and from here to Humacao you find several modern marinas and thousands of privately owned boats. Among them are the large stable sailing or powered catamarans and smaller, intimate single hulled sailboats.
The sailing catamarans and smaller, single hulled sailboats take passengers out on day-long sailing and snorkeling trips to the nearby cays of Icacos, Palominos and Palominitos. The faster powerboats can provide day-trips to Vieques and Culebra islands as well.
Whether by power or by sail, these operations provide the simplest and most inexpensive way to get out on the water. Many of the operators will arrange round-trip transportation from your hotel in San Juan. The boats typically leave the docks in Fajardo by 10am and sail to where conditions are best that day, setting down anchor at a bone-white cay. Passengers slip on snorkeling gear (provided at no extra charge) and enter the world of clear, calm waters, coral rocks, sea fans and colorful fish. Of course, if you want, you can do little more than relax on or stroll the cay. Most operators provide a buffet lunch. Then it’s off to a second snorkeling site followed by a return to the marina.
Outside of Fajardo, virtually every seaside town that has tourism has sailboat or power boat operators than can get you on the water.
Kayaking
There are a number of operators that specialize in Kayaking, providing rentals and/or excursions. The excursions include the mangroves in La Parguera and Salinas, the bioluminescent bays in Vieques and La Parguera, various nature reserves and coastline explorations.
